The North East Link DE Strategy for Department of Transport VIC
North East Link Project stands as one of Australia's most extensive and intricate endeavours in road infrastructure.
Objectives
Valued at $26 billion, the North East Link Project stands as one of Australia's most extensive and intricate endeavours in road infrastructure. This initiative encompasses a pair of 6 km three-lane tunnels, ventilation facilities, extensive green areas, and an additional 25 km stretch of improved and new walking and cycling pathways. Worked closely with the Delivery, Planning & Interface team to develop and implement a comprehensive Digital Engineering Strategy for the entire project, ensuring smooth integration across all work packages and functional departments. The project scope included providing strategic advice with regard to organisational resourcing, integration with multiple internal departments to align with the DES, and supporting the development of relevant governance and training frameworks for the client. Our team works in full collaboration with the NELP team as a trusted advisor.
Project Advisory Group team supported the Delivery, Planning & Interface team to deliver a project-wide integrated Digital Engineering Strategy (DES)- providing a seamless integration across all work packages and implementing this function across the whole entity and in collaboration with delivery partners for multiple packages of work.
Challenges & Opportunities :
It is complicated to ensure seamless integration across all functional departments required for a comprehensive Digital Engineering Strategy (DES) that could align diverse teams and stakeholders.
Establishing appropriate governance models to support the DES implementation across such a large-scale project involved careful planning and stakeholder engagement.
Key Outcomes & Benefits:
This program was one of the largest PPPs ever awarded in Australia. The delivery packages were represented in different lifecycle stages, and therefore require a tailored approach about strategy, planning, procurement and design & construction. Our ability to integrate requirements and align different departments under a common vision has been fundamental to the project. Having a project-wide organisational approach and appropriate governance model has helped to identify risks and address them during the implementation phase.
